Procurement Policy Board says political appointees and elected officials should not sit at bid evaluating committee of government institutions.
Finance Ministry said this decision was made under Article 10.13 of the Public Finance Regulation. With this change, political appointees and elected officials cannot hold a seat on the bid committees of the government institutions.
Article of 10.13 of the Public Finance Regulation says that every government must have a bid committee to oversee the procurements made from the institution.
The regulation also said that the bid committee is established and filled by the institution's top official or in most cases the Minister. The regulation stipulates that when assigning bid committee members, priority should be given to individuals with technical expertise and experience in the field.
It also said that the bid committee should not include any member of the procurement section or unit of the institution.
