China will continue to support stable global economic growth and create new opportunities through reform and opening-up policies, a senior official said.

Speaking at the China Development Forum 2026, Han Wenxiu said the country’s upcoming 15th Five-Year Plan (2026–2030) will serve as a roadmap for high-quality development and deeper global engagement.

He noted that despite ongoing global uncertainties, China remains committed to expanding market access and advancing reforms. Key sectors such as telecommunications, healthcare and education are expected to see further opening to foreign participation.

Han said China does not aim to pursue a trade surplus, but instead seeks balanced trade, highlighting that the country has long maintained a deficit in services trade.

He added that China will continue to expand imports and provide zero-tariff treatment on 100 percent of tariff lines for least developed countries with diplomatic ties to Beijing.

Describing China as a “safe haven” for international capital, Han said the country’s long-term stability and development environment continue to attract global investment.

The forum, held in Beijing from March 22 to 23, is focused on advancing high-quality development and strengthening international cooperation under China’s next five-year plan. (Source: Xinhua and CGTN)
