President Dr Mohamed Muizzu has, under the power vested in him under Article 115(o) of the Constitution of the Republic of Maldives, established the Special Presidential Commission of Inquiry into the incident that occurred in Malé on 18 April 2025, by Presidential Decree No. 11/2025.

The President's Office said that the Special Presidential Commission of Inquiry has been tasked with conducting an independent, autonomous, and credible investigation into the incident involving a young person who was discovered collapsed on the rooftop of a building in Malé on 18 April 2025.

It also said that the Commission is mandated to ascertain the facts surrounding the incident, review the actions taken by relevant institutions, identify necessary measures, and ensure a fair and impartial inquiry.

The members appointed to the Special Presidential Commission of Inquiry are:

  1. Dr Mohamed Munavvar, G. Hassankaarige
  2. Brigadier General (Retired) Ahmed Mohamed, V. Almaan
  3. Dr Mohamed Habeeb, Seesanmaage, S. Hithadhoo

The President's Office revealed that Dr. Munavvar will act as the Chairperson of the Commission.

The President also gave several powers and privileges to the Commission, which would assist it in the investigation. These include;

  • Power to seek cooperation and assistance from all state institutions, agencies, and individuals as necessary;
  • Authority to engage specialised foreign expertise to support the inquiry;
  • Authority to exercise the investigative powers accorded to law enforcement agencies under the Criminal Procedure Act (Law No. 12/2016);
  • Power to request arrest warrants and other judicial orders necessary for the inquiry;
  • Authority to summon individuals for questioning and demand the production of documents, evidence, or any material relevant to the investigation;
  • Power to subpoena documents, evidence, and information obtained by any institution or body that has previously investigated the incident.

The President's Office said that the Commission will remain operational until the President declares that its mandate is completed.
